Funded by the Bureau of Indian Education and subcontracted under the Navajo Nation, the Johnson-O'Malley Program provides an approved Education Plan composed of several components with educational goals and objectives.  In collaboration with the Indian Education Committee,  Gallup-McKinley County Schools implements the goals and objectives of the JOM Educational Plan consistent with all state and federal laws.  Funding for the JOM Program is based on the enrollment of eligible Native American students in the district.  School Principals are the leaders for each individual School Site Education Plan for JOM funds.  Parents and students should seek guidance from their Principal regarding the JOM funded activities at each school.  To learn more about the JOM program and IEC, click on the file link below (25 CFR 273).

Frequent Asked Questions: 

  1. 1.  What do I need to do to become an Indian Education Committee member?  Talk to your school principal and write a letter of interest. If the position is open and the school is accepting nominations, your school may be preparing for a school election.  All information regarding an IEC election will be provided by your school principal.  Each school is to elect its own IEC representative.
  2. 2. What do I do once I am elected as the new IEC member for my child's school?  Contact Carmen Moffett at (505) 721-1036 so we can fill in the packet for the IEC stipends and mileage reimbursement for attending IEC meetings.  A background check is required and the fee is the responsibility of the IEC member.  Please contact Carmen Moffett before you do your background check. The JOM program does have limited funds to assist with this fee.
  3. 3. When do I start attending the IEC meetings?  The new IEC members will not be allowed to attend the IEC meetings until all the paperwork is completed, which includes an I-9 and an application.
  4. 4. What else do I need to complete to participate as an IEC member?  Each IEC member must have a Chapter Resolution recognizing the newly elected IEC member.  The Chapter Resolution is not required immediately. However, a 3-month grace period will be allowed to obtain the Chapter Resolution. Exceptions are made in unique situations.  IEC members are also expected to give reports at Chapter meetings and attend school Advisory School Council meetings.
  5. Newly elected IEC members must sign and agree to a Code of Conduct and meet the duties and responsibilities described in the 25 Code of Federal Regulation, Section 273.16 - Powers and Duties of Indian Education Committee.
